Is there any API other than J2ME and J2ME polish which is open source and can be of good help to design a good User Interface.Also please give me a link for the same

Yes, it does look easy to use. But unfortunately, LWUIT is just as ugly as the original AWT!
 
It is sorta covered in the JavaRanch Style Guide.
