development of Automatic Vehicle Location(AVL) software,a GPS application

this software is designed for tracking vehicle & communication applications.two technologies, AVL & mobile data communication is used in it.
hardware c& software is designeed in a way that there is one base station connected with number of vehicles through GPS,GSM engine and other control circuitry. each vehicle has a defined identity connected with the base station by using the dependable communication system for appropriate action. the position of each vehicle is displayed at the base station software on Digitized Map and also keep record of each vehicle in a datbase. in a nut shell on a stand alone computer when user enter his ID he can view the position of his vehicle on the Map.it's a famous GPS application.
What's your idea that how we can online this software with the help of JAVA and JSP?(or any other tool).
Is there such application already on the net?
