I believe there are only 59 questions in the exam, but many mocks have 60 questions also I have read it somewhere that the exam has 60 questions and Sun uses some sort of rounding up.
Can somebody explain?

There are 59 questions (not 60). And the rounding DOWN goes as follows:
if you get 57 questions rigth out of 59, it gives you 96.61% aka 96%.
56 ou of 59 => 94.91% aka 94%
Sun rounds the percentage DOWN (Math.floor(percentage)) but it doesn't matter anyway... You have to get 36 questions right to have a 61.01% (61%) pass grade.
