Thread scheduling

Dear all,
I have read a tutorial about thread form www.java.sun.com
It say "If two thread of the same priority are waiting for the CPU, the scheduler choose one of them to run in a round-robin fashion".
What is the meaning of 'round-robin fashion' ?

Please note that this is talking about SUN's Java implementation and may not apply to other Java compilers.
