recertification loopholes?

if SCJP is a requirement for both SCWCD and SCJD can you then get away with only recerting those two? certainly holding a higher level cert implies that you're past the entry level even if sun doesn't want this to happen.
also can anyone explain about recertifying on SCJD and SCEA? as i understand those two are quite design oriented so why do they expire? SCJP and SCWCD are API specific (as i understand) so recertifying could make sense, but OO design and software architect theory doesn't evolve NEARLY as fast so 2 years expiry seems both extreme and unfair
