static inner classes

considering this code:

class Outer2 {
    public void anyMethod() {
        class Inner {
    public void anotherMethod() {
    // do anything
    }
 }
    }
}

it is NOT possible to declare the 'Inner' class static in the previous code!!! although the "properties of an Inner classes" states that the inner classes are the only classes that can be declared static.is this because 'Inner' is declared inside a method???
however the following code is correct:

class Outer2 {
    static class Inner {
        public void anotherMethod() {
// do anything
    }
    }
}

I am confused, any help?

Yes, static is not allowed because the Inner class is declared inside the method.
You can view the local-method-inner-class as just another local member of the method, which is not allowed to be declared static, private, public etc...
