I plan to take the 310-055 certification when it is released (not beta).
My 310-035 certification has expired (> 2 years ago).
Will I need a full certification voucher or an upgrade?
Also, any update on the expected time for the exam going live?
I noticed the beta ends February 13.

No, you just need to wait for an upgrade exam.

Usually, 3-6 months after the beta concluded.

then what we will have to do .... again spend money

Sun had changed its policy. Certifications no longer expire.

Excellent.
Does this apply only to new certifications?
What if I went and did SCJP 1.4 today - does it have a 2 year expiry?

I asked Sun about that before I took 1.4 SCJP. It doesn't expire.

Also those already having an expiry date on their certificate/card can request a new one without a date. Somewhere in this forum it's discussed and a link provided to Sun's exchange policy.
