Security Exception in Netscape

I wrote a trivial applet that reads a file on my hard disk. I'm getting a security exception when I try to run this from Netscape. Per a friends suggestion I've added the following to the java.policy file:
grant codeBase "file:C:/source/applet/*" {
permission java.security.AllPermission;
}
I found two copies of the java.policy file and added this to both. It still doesn't work. Any suggestions?
