Creating Policy / applet

I'm trying to add pictures to an applet.
To do this, I'm trying to create a policy.
The path for the default policy file of a
user in Windows NT is:
When I go to the dos prompt and type
Policytool, I get an error stating:
"Could not find policy file:c:\Documents and settings\<Username>\.java.policy
The computer is not letting me create such
a file manually. Any help?

Well, even if you get an error you mentioned when you run policytool do you get the GUI for the policytool? If yes then you can create policy in the UI and then do "save" or "save as" where you can give name .java.policy file at the location you want.
Also, what do you exactly mean when you say "it doesn't allow me to create such a file manually"?? If you know the format of the policy file and if you are trying to create such a file in UserHome directory it shouldn't raise any problems.
