I'll summarize if you don't feel like doing the search.

Basically, you'll need $800 in uncirculated U.S. currency, some brown paper, some twine, and a black magic marker. Wrap up the money in the brown paper, tie it up good with the twine, and write your name on it with the marker. Leave the whole thing under the azelea bushes on Chestertown Street, two blocks up from my house. Then go home and wait.

And there actually are "moderators" at JavaRanch who actively *refused* to get the title. Which sounds reasonable to me - I nearly refused, too...
