Hi:
I think one way to get started is to get in the company first. for instance, you work as a operator in the company first, then work your way up, as long as you have the credential.

I know people got fired over that. Whether you grow with the company meanning work and study at the same time or come in with an applicable prerequisite. The personnel dept called employees who present the credentials after settle down in the company as dishonesty.
Regarding new positions, I see Defense industry picking up, hope things will spill out to other industries.

so you are saying it is illegal for a college graduate to work as an operator? then what is legal? to work as a busboy?

Hi,
Maybe I misunderstood your point in the beginning, what my point is if a candidate comes through the doors with proper credential, then the company have obligate to match the credential with the vacant position. If a candidate do not have proper credential, then the company will treat a candidate accordingly as without credential status.
I don't know a busboy with credential except proper working permit.
Regarding a computer operator, candidate must have credential as well. But someone with CS degree, certs, and 7 years experience is considered over qualify for the computer operator. HR plays with liabilities issues when hiring such candidate.
Off course, rules will broken if the candidate have inside connection. The insider must have very strong clout too.

i am afraid this is not right procedure, company hire someone for certain position. it is one step instead of two steps process.
my point is a college graduate can work in a fab as a manufacturing worker. aFTER he settle in, he can apply for internal openning for engineering position.

I think Matt interpreted your comments as "Say you have certain qualifications that in reality you don't, and then achieve them when you get the job." As Matt pointed out, this is lying and one can be fired. But what Don was trying to say is that this candidate get a lesser position within a company( without lying about one's qualifications ), then apply internally for the more desired position. I have seen this done before, and it is completely legitimate and moral to do so. In fact, I think it shows dedication to the company and forward vision, both desired assets.
