Seriously though, I think it's first because it's first and there isn't any real reason. It used to be Servlets and JSP until they were split into separate forums.
The Servlets forum implements the Front Controller pattern, that's why.

The Java in General forums shouldn't be your first choice to post in, so I think it's good that they are not first in the list.

That may be quite a good point. We have a small number of posts dropped into the Servlet forum because the user didn't even consider which forum would be best. I imagine this would be significantly worse if the JiG forums were first. We'd probably find threads were posted there first and it would become our job to file everything correctly.
