For the client (i.e. applet) side, there's Jakarta Commons HttpClient, while the server side can be handled by Jakarta Commons FileUpload.

If the file to be uploaded is supposed to come from the local file system, the applet will need to be signed. Check the Applet FAQ (linked in my signature) for more info on that.
