I think it paints a more realistic view of the market and explains why while we are hearing now is a bad time for tech related jobs, that really isn't the total truth.
Keep in mind the source- the ITAA is a schill organization for large corporations that use body shop H-1bs. The ITAA was the #1 lobbying organization for the 600,000 H-1b quota that passed a few months ago. Anyone who has been to a job fair or has a lot of contacts knows that there is absolutely NO shortage of IT workers at this time, save a handful of highly specialized cross-domain fields.
