What is word "Commercial experence" really mean in job ad.?
Is that mean working experence,i.e. get pay to do it?

That's how I understand it. I think they mean that by wanting "commercial experience", they want somebody who has paid professional experience in industry.

Short Answer: yes.
Explaination:
What other type of experience is there? Well, there's college experience, and independent projects, and summer jobs. In my talk "Real World Software Engineering" I emphasize the fact that real software production involves many steps which generally aren't seen in those other jobs (there are, of course, exceptions). In college, and to lesser extend, independent "pet projects" don't require a full cradel-to-grave effort. The don't always require making tough decisions because of constrained resources. And while as a summer intern, the company's projects may involve such "real world" challenges, the internal often gets only a little bit of limited exposure to them.
