Where to find architects?

Where can I find java architects who want full-time,
salaried employment? When I post a java job, on
Monster or wherever, I get plenty of resumes, but
very few qualified, and very few who do not have a
history of contracting.
Can anyone offer advice? I'd appreciate any help you
might be able to give.

Hmm, www.javaarchitects.com (No, it's not a real site :-)
They're going to be hard to find, simply because there are fewer of these people. Common sense simply says there are fewer people at the top, naturally. But because of the boom in recent years, the lower ranks have swelled, making architets seem even rarer. Also they are the last to be laid off.
Places to try and find them:
- Recruiters
- Go to JUG meetings (Java User Groups)
- Conferences
ALso, in what area are you looking? Outside of Boston, NY/NJ, the valley, and Austin, they're probably even harder.

I am not sure you should totally rule out contractors.
I have been taking to-hire contracts for awhile. Unfortunately most of the people are feeding me lines, and you don't really get the true picture of the company until you work for them. Because a more acturate picture is usually unflattering, they won't tell the truth on interviews.
If you do talk to contractors, I advise you to be very candid about the environment and what they will actually be working on. That way they will be less likely to leave once hired.
