How do I open a telnet session to a RS-232 serial connector?

Telnet is a TCP/IP based protocol; if this is what you really want, then you need to run a SLIP link over the serial port, which you'd have to do at the OS level, not in Java. But I bet what you really want is just to type text and have something on the other end of the cable talk back -- more like a simple terminal emulation.
There's a Java Communications API that lets you work with serial ports. I'm moving this to the "Other Java APIs" forum which is appropriate for questions about that API.
