JNI Question

I am writing a JNI part of my Java app that checks a person's MAC Address. I want this app to work on Linux and Windows at the very least. However, I do not have a Linux computer. Does anyone know where I can get a C/C++ compiler that runs on windows but compiles for linux?
Thanks!
