Full Screen Exclusive Mode?

Hello All,
I am having trouble getting my system to allow Full Screen Exclusive mode. A call to isFullScreenSupported() always returns false! A call to isDisplayChangeSupported() also returns false.
Is this a Security issue or a graphics/driver issue? Is there any way to tell for sure?
I have read the Full Sceen Exclusive Mode API docs and everything else I could find, but I don't see this issue directly addressed.
Any help will be greatly appreciated!
