No, but plenty of incident tracking systems built using Java can be found with a simple google search.

As William said, plenty of issue tracking packages are available. Some open source solutions written in Java are listed here. I've heard good things about Scarab.

I suspect that vijay's point is that he is supposed to write an incident tracking system himself. Am I correct, vijay? You don't exactly say it that way.
