No, but plenty of incident tracking systems built using Java can be found with a simple google search.

I have found lot of tools on the net, like JIRA,websina,vivid. but i am more interested to know about ,to have Remote Incident Tracking by my own

As William said, plenty of issue tracking packages are available. Some open source solutions written in Java are listed here. I've heard good things about Scarab.

I suspect that vijay's point is that he is supposed to write an incident tracking system himself. Am I correct, vijay? You don't exactly say it that way.
