JNI: UnsatisfiedLinkError: Can't find dependent libraries

Getting "UnsatisfiedLinkError ... Can't find dependent libraries". My native code calls some Windows functions and thus the DLL containing the native code is dependent on tons of Windows DLLs. No problem - the PATH includes c:\Windows\system32 where all the Windows DLLs live.

Running the depends tool on my DLL reveals that one of the Windows DLLs (mpr.dll) has an unresolved reference - the specific error message is "... unresolved import due to a missing export function in a delay-load dependent module". Searching the net for information on that error suggests that it's not a "real" problem. And that seems to be true, as I can use my same native code in a native application, depends gives the same error on the native app as it does on my DLL, but the app runs fine.

So I'm suspecting that the UnsatisfiedLinkError is a result of the unresolved import in MPR.DLL - the VM must be noticing that and throwing the error. Is there any way around this?
