Hi Leo,
Engineer discipline requires more math and more abstracts. Programmer is more suitable as digital languages writer.
During the hard times companies willing to pick engineer train for something else that suitable with the company operations. Programmer have not had that kind of versatitle.
Let's see if anyone have a both disciplines view more clarity. My POV is distorted because working time with Engineering firms more.

I assume you are asking about the difference between a "programmer" and "software engineer." You might want to check out this thread.
