A taglib-uri element describes a URI identifying a tag library used in the web
I am clear about taglib-location but what is this uri.

The taglib-uri can be used to specify a unique name given to your TLD file(tag library). A JSP can use this to reference your tag library. The advantage of this is that if you change your Tag Library location or TLD file name, you don't have to change all your JSP's. In your web.xml file just change the taglib-location and you are done.
Thus you can minimize the amount of work to be done when a TLD file needs to be re-located or re-named.
