Can start and stop tomcat through FTP??

All files relating to our website are placed in /home. We also have a directory called /developement. I typically upload my files to /development, and after testing (http://ourwebsite ortno/development ) they are moved to /home. I do not have direct access to /home however I have ftp access to /development, so I typically ftp my latest files to /development.
The /development directory also has the database file. Sometimes, I modify my tables and would like to ftp the new database file
to /development, but because tomcat is running, it won't let me ftp the new database, and windows would complain that
some other program is using the database, so I can't overwrite it. Tomcat is installed under the home directory.

I'm now wondering if there is anywhere to stop tomcat through ftp, and start it again. If thats possible, then I can stop tomcat,
upload my new database file, and start tomcat again.

How about using listeners that are declared n web.xml and thru them letting your app know that you have an intention to change your db and close your connection and release the pool objects etc then do whatever you want and use another listener to re establish the conn and pool ?
