virtual directory in tomcat?

Hi, all.
Here 's my directory structure.

The address "http://localhost/MYAPPS/index.jsp" works fine.
But I dont know how display file "books.html", what is in directory "other_web".
Directory "other_web" is located out of "WEBAPPS"-directory.
What have I do, if I want to work the address "http://localhost/other_web/books.html" or "http://localhost/MYAPPS/other_web/books.html" too?
I have Tomcat 4.0.3. and W2k.
Have I to do some configuration in files "web.xml" or "server.xml"?
I can't replace files from "other_web".
Thank You for your advice.

In 'server.xml' you should type this:
