Fundamentals about Jakarta Database tag libs

I am new to Jakarta Tag libs and I am trying my hand for the first time.
I am interested in database tags. For that I followed the documentation provided at jakarta site.
But I still get this error.
org.apache.jasper.JasperException: This absolute uri ( cannot be resolved in either web.xml or the jar files deployed with this application
web.xml looks like this:
<!DOCTYPE web-app
PUBLIC "-//Sun Microsystems, Inc.//DTD Web Application 2.3//EN"

location of my jar file is :
I am currently using Tomcat401.

I'm assuming the tld files are part of the jar. I haven't looked heavily into the jakarta tags yet. If so, your tagib location should be /WEB-INF/lib/dbtags.jar. Otherwise, you need to make sure that dbtags.tld is in the WEB-INF folder.
