Nesting jsp scriplet inside jsp: tags

I'm trying to use a JSP scriplet inside a jsp:forward tag as part of the file attribute.
This is working perfectly fine on Tomcat but I'm now tring to port the app onto Weblogic 7.0 and I'm getting all sorts of errors.
Here is the code I'm trying to fix:
<jsp:forward page='/bpcontroller/cmd=<%= request.getParameter("cmd") %>' />
Are there any implementation differences between different J2EE App servers. Apparently I feel there is some difference in how Apache handles things vis a vis Welogic.
Anyone please suggest how to fix this. Awaiting a quick response..
