Question on Sun JSP tutorial

I am trying to work my way through this tutorial without having read all of the previous material on J2EE architecture. I have read some of it, but not all.
On this page:
towards the bottom it says:
To build, deploy, and execute this JSP page:
Go to j2eetutorial/examples and build the example by executing ant date
Create a J2EE application called DateApp.
a) Select File->New->Application.
b) In the file chooser, navigate to j2eetutorial/examples/src/web/date.
c) In the File Name field, enter DateApp.
d) Click New Application.
e) Click OK.
I have successfully build the application by running "ant date". However, in step a, I don't know what application I am supposed to be in when I Select File->New->Application.
I would like to do the tutorial using plain old vi and the command line or using Eclipse, but I'll do whatever works.
Can you enlighten me as to what application I should be using to do the tutorial? If this is a Sun-specific IDE, does anyone know of a tutorial that doesn't focus on a specific IDE?
