I added standard.jar and jstl.jar to my WEB_INF/lib folder of my webapp.
I created a simple jsp page that has the following:
<%@ taglib uri="http://java.sun.com/jstl/core" prefix="c"%>
<html>
<title>Test JSTL</title>
<head>This is testing JSTL</head>
<body>
<c ut value="Hello World"/>
</html>
The error I get is: ( I can see the tag out when I look inside the standard.jar file.)

Did you define the taglib in the web.xml file?

I am not an expert on JSTL, but I believe you need to include the jstl.jar file as apart of your CLASSPATH or you can drop in your WEB-INF\lib folder of your web application.

Well I keep seeing everywhere where I do not have to define it in my web.xml
Also, I have the jstl.jar and the standard.jar in my WEB-INF\lib folder.

I was unable to duplicate your error. I was even able to get your jsp to display. If you specify an absolute uri in the taglib directive, you don't have to implement it in web.xml. The only thing that I can suggest that you do based on your last message ...

is to look at the c.tld file in the standar.jar and verify the uri.

Most likely the tld is missing.
Entry in web.xml isn't required for JSTL on a JSP (if it were my own webapp wouldn't work right now, yet I know it does ) when running Tomcat 4 or later.
Correct URI is different though, should be
