Small doubt with include

Hi
<%@ include file="test.html", file="test.html"%>
does not work.

Can we specify two files to be included in one Directive statement

Theoritically Actions can accomodate attribute-value pairs but following also does not work
<jsp:include page="test.jsp","test1.jsp"/>
or
<jsp:include page="test.jsp",page="test1.jsp"/>

No. You need a separate directive or action for each include.

You can specify only one file with each include directive:
Example: <%@ include file="test.jsp" %>
You can pass parameters to included JSP file using <jsp:include> as follows:
<jsp:include page="paramTest.jsp" >
<jsp aram name="firstName" value="Bush" />
</jsp:include>
