Regarding website customization

Hello friends!
We have a requirement wherein users can enter some color preferences for viewing the web application after login.
We have a page wherein the user selects some colors and clicks on preview.
This preview page now renders the selected colors.
The question is how should one approach this problem. Should we create different css files beforehand which contain all the possible color combinations ( ouch! ) or should we create one on the fly ...
The point to note out here is we are using <b>struts</b>, so, is there any support for the same in <b>struts or the tag libraries </b> which would help us reduce the complications..
Guys, I would appreciate just about any help and pointers, given the magnitude of the task.

Are you creating some web page builder utility, where user creates whole html?
user simply selects the colour,i.e.
In this case you can make your custom jsp tag to display the page.This custom tag will take colour as parameter, initially it will display the page with default settings.
