Is this just an XML file. Is it different for different JSP applications. Is it usually resides in /WEB-INF/ directory?

It's an XML file conforming to a DTD (or XML Schema for JSP 2.0) defined by the JSP specification. One TLD defines one tag library, which can be used in multiple web applications.
I describe the TLD and everything else regarding tag libraries in my JavaServer Pages book (O'Reilly).

Thanks, Hans. When does your JSF book come out? I need a JSF book desperately, but, the one out there by McGraw Hill isn't the one I want.
