Charset & encoding Problem

Hi,
i am using the jsp page encoding UTF-8 ,but when i try inserting some special characters ,say some german chars like �,�,� ,they are getting stored in database in a different format.The database is DB2 .is it a problem with the character encoding used by the jsp?
any help highly appreciated.
