I did a Google search on it, but I seem to keep getting bounced around from site to site without actually finding the download...

JSTL 1.1 download
This will get you the JSTL 1.1 for use with JSP 2.0 containers.
If you are using a JSP 1.x container, you will need to locate the JSTL 1.0 download.
