Say, the client machine has DLL component, now , I am in a web application envirmoment, I want JSP page to call this DLL in client machine. Is this possible ?

If this DLL is in server side, is this possible ? which one is better ?

I really doubt it's possible to execute the DLL on a client, since it would give the web developer the ability to do anything they want to the client. This wouldn't just be a "vulnerability", it would be a huge open gate with search lights illuminating a "please reformat my hard drive" banner. Maybe applets would allow it though.
