When using jstl on tomcat, I can use:

The uri "http://java.sun.com/jstl/core" does not resolve to anything in particular. How is tomcat finding the tld file? Do other servers (such as weblogic) behave the same?

Tomcat, and any other spec-compliant servers, will search in a few places for .tld files whose internal URI declaration matches the URI specified in the taglib declaration.

Among those places are any .tld files in WEB-INF and its child folders, and any .tld file in the META-INF folder of a jar file on the classpath.
