Unless you physically restrain everyone with internet access, I don't see what's stopping anyone from accessing an available web site.

Perhaps you need to be more specific with regards to your question.

Are you asking how to limit your site access to a miximum of 100 visitors at a time? I can't tell from your original post.

Please read this.

Then the first thing you have to do is to describe what it means for a user to be accessing your web site. Am I accessing your web site only while you are sending the response to a request I just made? Or am I accessing it between the time I do some kind of login and the time I do some kind of logout? Or what?

Bearing in mind that the concept of "logout" is nebulous (what happens if they just leave the site without logging out?) you could sort of do this by using session listeners to keep track of how many simultaneous sessions are currently active -- which may not be the same as the number of users actively using the system as pointed out above -- and use a servlet filter to bounce anyone trying to access the site when the max number of sessions are active.

Personally, I'd rather know why you want to do this. It really doesn't sound like a good idea at all to me.
