Try eclipse, MyEclipse, Netbeans. You will need plugins in eclipse to get a JSP editor

Your question is unanswerable unless you define what you mean by "best".

Most people seem to think that "best" means "free", but I do not. So unless we know what aspects of an IDE are important to you, no realistic answer is possible.
