html:form tag not working

I am trying to get my JSTL to work in a JSP.

My error message when I bring up my page is:
org.apache.jasper.JasperException: /loginPage.jsp(10,0) No tag "" defined in tag library imported with prefix "html"

Here is the JSP:

If I use: <%@ taglib prefix="html" uri=""%>
I get the same error.

In the application folder (Tomcat 5.5\webapps\myproject\WEB-INF\lib)
I loaded the following files along with alot of other tld files:
jstl jar file
struts jar

If I try another taglib line:
<%@ taglib prefix="bean" uri="/WEB-INF/lib/struts-bean.tld" %>
the jsp comes up but just shows the label names (Username and Password) but not text boxes.

Please advise.

Firstly, the "html" tags are not part of the JSTL. They are proprietary to Struts.

But as to your issue: carefully check the syntax of the last line in your posted code example.
