create a window

What do you mean by "create a window"?

A new instance of the browser?

And what will trigger the creation?

By window I mean to create a textarea with vertical scroolbar and inside to put information of different page.

I have the URL in advance. example, say a user opens my page abc.jsp he supposes to see a textarea with the content of 'google news'.
is that doable?
