Problem using JSTL in Tomcat

Hi,
I am runing my webapp in Tomcat 5.0.28 and would like to use <c:forEach> to iterate over a collection.
I have added jstl.jar in my WEB-INF/lib and added
<%@ taglib uri="http://java.sun.com/jstl/core" prefix="c" %>in my JSP.

When I run it I get an exception org.apache.jasper.JasperException: The absolute uri: http://java.sun.com/jsp/jstl/core cannot be resolved in either web.xml or the jar files deployed with this application

Is there anything else I need to do?
