Where do the Excel sheets reside; on the client's machine or are they up on the server?

You would need to write a component that can read files that reside outside of your file system, present these files in a web-page, then, each file in the list should be represented by a hyperlink that points to a servlet which can stream the file to the client.

There is nothing in the Servlet or JSP APIs for launching true OS dialog boxes on the client machine.
