Properties file issue

I have a web application running on Tomcat.
When I run my application, it doesn't pick up the label values from the properties file.
I've placed the properties file under application root folder.
Anything else I might have missed out on?

Here's the piece that tries to fetch values by key..
But I'm not sure where the mapping of resource files are done...
Please help.

Have you read the section of the JSTL Specification that describes how this works?
 
It is sorta covered in the JavaRanch Style Guide.
