Lookup the JSTL Import tag.

Rather than looking for alternatives, why don't you start by debugging the issue with c:import?

Do you have a full stack trace you can share with us?
What does your c:import tag look like?
Have you tried hitting the URL directly with a browser to test it?
Have you tried this from the machine on which your container is hosted?
