jsp include with tld

I want to make whether <%@ include file = "....." %> will work with tld or not? Let me explain the scenario.

Actually In the direction.jsp which has defined all tag library as follows




<%@ taglib uri="/WEB-INF/tlds/workstatus.tld" prefix="WS" %>
<%@ taglib uri="/WEB-INF/tlds/applyChange.tld" prefix="AC" %>

In homepage.jsp, I have used included option as follows.

<%@ include file = "/frameworkIncludes/directives.jsp" %>

If I used above format the home.jsp page is not working properly. Nothing as displayed in the brower but if I moved taglib uri code to homepage it is working. I have lot of jsp page, so I don't want to do.

Could pls let me know where it went wrong.

Sorry for the mistake (I put wrong jsp file name in the posting). Pls let me know if you have idea why tld is not working in jsp include file.
It is sorta covered in the JavaRanch Style Guide.
