Turning EL off

I have tried the following code to turn off EL on the jsp page by writing the following in the web.xml

But while evaluting the expression ${2*3} in the test.jsp page I receive the answer 6.

This means the EL is evaluted or else I would have received just ${2*3}

Please let me know if I am going wrong somewhere
