JSTL issue

I am using java1.4+tomcat4.1.31
when i use <c:import> tag , i have
"org.apache.jasper.JasperException: This absolute uri (http://java.sun.com/jstl/core) cannot be resolved in either web.xml or the jar files deployed with this application" error
I extracted jstl.jar and standard.jar in /WEB-INF/lib and copy c.tld to /WEB-INF dir.
Now page comes,but the url content not come.
in catalina.out, an error msg
"SEVERE: Parse Error at line 22 column 19: Document is invalid: no grammar found.
org.xml.sax.SAXParseException: Document is invalid: no grammar found.".
Can any one help me to solve the issue.
