Connect to Oracle On Network is Problem

Hi Folks.
Please solve this problem.
I have got two System(IP : both are on Network. On one system there is javawebserver1.1.3( and Oracle Personal Edition.
From second system( i connect to my javawebserver
using URL : now i want to connect to Oracle in one servlet programe.what i have to do or what JDBC URL ia hve to write please give me solutions.
On Second System( There is no Oracle client.
