How to use text files as database

Hi ,
Can we use text files as database? If so how do we set up datasourse , and how do we get connection where they will be stored? Assume that I am using WebLogic 5.1.
I know that WL5.1 comes with Cloudspace. How to set up this one if any one knows it!
