Does Java 1.3 support JDBC connectivity with MS SQL Server 2000? i.e Can I access a SQL Server 2000 database from a Java program so that I can read from and write to the database?

Yes you can. You can create a bean to handle the connection for you or you can hardcode it into your jsp or java code.
Have you checked out Aspose?
